Please find a link to the 2021 Junior Fair Rule Book below. Since there will not be a print version this year, the on-line version you see is what we will be working from this year, and likely into the future. As you review it, please note the following:
- Near the top of the index page that will open from the link below, you’ll find links to the NEW Junior Fair Entry Forms. Links to these forms are also included within each Department link you find in the index. Carefully read and follow the protocol for completing and submitting entry forms that you find on the Entry Forms page.
- In addition to each specie, in the index also find links to the General Rules, DUNF, Premier Exhibitor, Skillathon and Project Book Review, Showmanship, the Livestock Judging Contest and the Livestock Auction. Carefully review these pages for further instruction.
- Rules for ‘take home’ animals and the livestock auction have changed. Carefully review these changes found under the Exhibitor Info ’21 link on the 78th Fairfield County Fair 4-H & FFA Livestock Auction page.
- We know there may still be some mistakes in this new on-line version of the Junior Fair Rule Book. Newly adopted rules plus over 60 pages from the old rule book have been converted from PDFs and Publisher into a web format. We know some things didn’t convert perfectly . . . if you find them, please share with us and they can be quickly fixed.
- IF YOU HAVE QUESTIONS please email them to us. We will be hosting a live ZOOM August 11th at 6:00 pm and will address all your questions then, and share additional information about how best to utilize this new on-line Rule Book and Entry forms. Register here for the zoom meeting.
- Entries will be accepted at the Sr. Fair Office on the Fairgrounds from Advisors on weekdays between 8:30 a.m. and 4:00 p.m. from August 16 thru August 27, 2021.

Please review the entire book before you start asking questions. There are now pages with the Entry Forms, Showmanship Information in one place, DUNF information, Skillathon and Project Book Review, Livestock Judging Contest, and Super Showmanship. We are still working with a committee to finalize Premier Exhibitor information and hope to have that posted by Sept. 1.
Major changes:
- It is now web based for easier changes.
- What were books are now called Departments. For example, Book 1 was Dairy. Department 101 is now Breeding Dairy; Department 102 is now Dairy Beef Feeders.
- There are three entry forms:
- Blue top for Market Livestock
- Red top for Non-Market (Breeding) Livestock
- Green top for Pet and Still Fair entries (cakes, pies, candies, crops, dogs and companion animals)
- One form will be completed for each Market, Non-Market or Pet & Still project entry. If you have breeding sheep, pygmy goats and an alpaca, you will complete 3 of the Non-Market red
- Showmanship (Department 200) will be entered on one of these forms prior to fair. There will not be showmanship signup at the fair.
- Livestock judging contest will have online sign-up. Please see the judging contest page for the link.
Set Up of Each Department Page:
At the top of the page, you will see the Department Number, show information and superintendent’s name. Next in RED, you will see a note. The links in the note will take you to the entry form page or showmanship class page.
The next portion of the book has the information that was previously in the box at the top of the page. Each item underlined and in red will be a link to information within the book or on the OSU 4-H Web Page. Once you’ve looked over the beginning of each book, you will find the information needed to complete an entry. Special Rules are listed after the class information.
- Department 101 is Dairy Breeding. The books are equal to the breeds. Classes are based on the age of the calf or cow. If you have a Jersey Spring Yearling Heifer, you will enter Department 101, Book 3, Class 5 on a RED non-market livestock form. Enter your Department 200, Book 101 Dairy Breeding Showmanship class on this form.
- Department 102 is Dairy Beef Feeders. They all get judged together so there is only 1 book. You will be using the BLUE Market Livestock Form and entering Department 102, Book 1, Class 1. If you have two dairy beef feeders, you will need to enter the class twice. Enter your Department 200, Book 102 Dairy Beef Feeder Showmanship class on this form.
- Department 103 is Breeding Beef Cattle. The books are equal to the breeds. Classes are based on the age of the calf or cow. If you have a Salers Senior Yearling Heifer, you will be using the RED non-market livestock form and enter Department 103, Book 6, Class 5. You can enter all your breeding beef cattle on one form. Remember – you must turn in your registration papers with your fair entries to be able to show in a specific breeding class. Enter your Department 200, Book 103 Beef Cattle Showmanship class on this form if using a beef breeding animal for showmanship.
- Department 104 is Market Beef. There are two books, Book 1 – Market Beef and Book 2 Market Beef Feeders. You will be using the BLUE Market Livestock Form for your entries. Both books may be entered on the same form. Enter your Department 200, Book 103 Beef Cattle Showmanship class on this form if using your market steer for showmanship.
- Department 105 is Swine. Since we don’t have breeding classes in Fairfield County, you will be using a BLUE Market Livestock Form for your entries. If you have a market gilt, a market barrow and an MQP barrow, you would enter all 3 on the same form. Department 105, Book 1, Class 1, 2, 3. Enter your Department 200, Book 105 Market Swine Showmanship class on this form.
- Department 106 is Breeding Sheep. You will be using the RED non-market livestock form to make your entries into the breeding classes. Books are equal to the breeds. You need to list your complete scrapie number, including the flock number and the animal ID. The flock number is listed above your animal ID and starts with the state and your flock ID or the flock ID of where it was purchased. The animal number is listed below in larger numbers. Enter your Department 200, Book 106 Sheep Showmanship Class on this form if using a breeding animal for showmanship.

- Department 107 is Market Lambs. You will be using the BLUE Market Livestock Form for your entries. You need to list your complete scrapie number, including the flock number and the animal ID. The flock number is listed above your animal ID and starts with the state and your flock ID or the flock ID of where it was purchased. The animal number is listed below in larger numbers. Enter your Department 200, Book 106 Sheep Showmanship Class on this form if using a market lamb for showmanship.
- Department 108 is Horses. You will be using the RED non-market livestock form to make your entries into your showmanship classes. You will also need to complete the additional horse show entry form and turn that in with your red form.
- Department 109 is Dairy Goats. You will be using the RED non-market livestock form to make your entries. Remember to list your complete scrapie number with your registration. Enter your Department 200, Book 109 Dairy Goat Showmanship Class on this form.
- Department 110 is Breeding Meat Does. You will be using the RED non-market livestock form to make your entries. Remember to list your complete scrapie number with your registration. Enter your Department 200, Book 110 Meat Doe/Market Goat Showmanship class on this form if using a meat doe for showmanship.
- Department 111 is Market Goats. You will be using the BLUE Market Livestock Form for your entries. You need to list your complete scrapie number, including the flock number and the animal ID. The flock number is listed above your animal ID and starts with the state and your flock ID or the flock ID of where it was purchased. The animal number is listed below in larger numbers. See Breeding Sheep book for an example scrapie tag. Enter your Department 200, Book 110 Meat Doe/Market Goat Showmanship class on this form is using a market animal for showmanship.
- Department 112 is Pygmy Goats. You will be using the RED non-market livestock form to make your entries. Remember to list your complete scrapie number with your registration. Enter your Department 200, Book 112 Pygmy Goat Showmanship class on this form.
- Department 113 is Alpaca and Llama. You will be using the RED non-market livestock form to make your entries. Classes are split into Junior (ages 8-13) and Senior (ages 14-18). Your showmanship class is included in your class listing.
- Department 114 is Breeding/Exhibition Poultry. You will be using the RED non-market livestock form to make your entries. The class numbers have changed from previous years. The breeds are based on American Poultry Association Standards or the American Bantam Association Standards. Links to both standards are provided in the book. This also includes layers, breeding turkeys, exotic fowl, fancy ducks, geese and pigeons. Enter your Department 200, Book 114 Poultry Showmanship class on this form if using a breeding/exhibition animal for showmanship.
- Department 115 is Market Poultry. You will be using the BLUE Market Livestock Form for your entries. There are 3 classes in the market poultry book. Market Chickens, Market Turkey and Market Duck. Enter your Department 200, Book 114 Poultry Showmanship class on this form if using a market animal for showmanship.
- Department 116 is Breeding Rabbits. You will be using the RED non-market livestock form to make your entries. Books are equal to the breeds, as listed within the page. As a reminder, you must have a breeding buck or breeding doe of the same breed of your junior buck or doe. Enter Department 200, Book 116 Rabbit Showmanship class on this form if using a breeding animal for showmanship.
- Department 117 is Market Rabbits. You will be using the BLUE Market Livestock Form for your entries. There are two classes: Market Rabbits and Homegrown Market Rabbits. Your pens of rabbits will be placed in the appropriate weight class (fryers or roasters) at fair weigh in. Exhibitors entering the market class twice are doing so with the intention of entering one pair of fryers or homegrown fryers and one pair of roasters or homegrown roasters. If bringing more than one pair of market rabbits, you must make two entries. Enter Department 200, Book 116 Rabbit Showmanship class on this form if using a market animal for showmanship.
- Department 118 is Dogs. You will be using the GREEN Individual Pet and Still Project Entry form to make your entries into your classes. You will also need to complete the additional dog show entry form and turn that in with your red form.
- Department 119 is Companion Animals. You will be using the GREEN Individual Pet and Still Project Entry form to make your entries into your classes.
- Department 120 is Crops. You will be using the GREEN Individual Pet and Still Project Entry form to make your entries.
- Departments 121-124, 126 and 127 are for use by the OSU Extension Office after summer judging is completed to provide grades to the Senior Fair Office.
- Department 125 – 4-H Nutrition. You will be using the GREEN Individual Pet and Still Project Entry form to make your entries into the fair judged cakes, pies and candies class. The remaining classes are used by the OSU Extension Office after summer judging is completed. You may enter all cakes, pies and candies on one entry form.
