5. Use: Analyze and Review Performance Data

Analysis of performance data should shed light on the three initial questions:

 

  1. What is the level of performance?
  2. How does performance compare to expectations?
  3. Why is performance above or below expectations?

 


Analysis Example (Immunizations):

  1. What is the level of performance?
    • The actual percentage of children entering kindergarten that were up to date with vaccines per ACIP recommendations this year was 92%. (Baseline for last school year: 75%.)
  2. How does performance compare to expectations?
    • Performance exceeded expectations, since the target was 90% of children entering kindergarten up to date with vaccines per ACIP recommendations.
  3. Why is performance above or below expectations? (Brainstorm potential reasons and consider adjusting target in Step 6.)
    • Staff were reminded at monthly staff meetings to promote childhood vaccines during all well-child visits.
    • A new practice of distributing reminder cards during kindergarten screening days at all elementary schools was implemented.

 

Analysis Example (Food Safety):

  1. What is the level of performance?
    • 134 cases of laboratory-confirmed foodborne illness were reported this year, in comparison to last year’s baseline of 150 cases.
  2. How does performance compare to expectations?
    • Performance slightly exceeded expectations, since the number of cases declined by 10.7% (target was 10%).
  3. Why is performance above or below expectations? (Brainstorm potential next steps and appropriate new target level in Step 6.)
    • Food safety sanitarians analyzed the most commonly-cited critical food safety violations overall and implemented additional on-site education and training for all food handlers
      this year.
    • Next year, they will be focusing on food service operations that have the same critical food safety violations during multiple inspections in a single licensing period.

 

Analysis Example (Financial Stability):

  1. What is the level of performance?
    • 10% of agency funding came from non-grant sources in 2016, in comparison to 5% in 2015.
  2. How does performance compare to expectations?
    • The percentage of agency funding from non-grant sources doubled during the past year, exceeding expectations. An average annual increase of 2% would result in achieving the target of 15% of funding from non-grant sources by 2020.
  3. Why is performance above or below expectations? (Brainstorm potential next steps in Step 6.)
    • The Health Department joined the Local Public Health Services Collaborative in late 2015 so it could participate in additional contracts negotiated with public and private insurance companies for immunization services. This resulted in increased reimbursement levels for immunizations.
