ICA COMMISSION ON STANDARDS FOR THE TRANSFER OF SPATIAL DATA

TERMS OF REFERENCE, 1995-99

The Commission has been organized to examine standards that specify the spatial data transfer process, and any standards associated with that process. The earlier cycles of work discussed international developments for transfer standards, and then conducted a detailed examination of the transfer standards themselves. Now, for the third cycle of work, the Commission will examine national and international metadata standards that are specified for spatial datasets. The following Terms of Reference are defined for the Commission for the 1995-99 time period.

  1. Develop and publish a cross tabulated table of selected database transfer characteristics by each national and international standard.
  2. To develop and publish:
    1. characteristics relating to standards for specifying spatial data transfer metadata; and
    2. descriptions of national and international metadata standards in terms of those characteristics.
  3. To organize reporting sessions on the Commission’s activities at the 1997 and 1999 ICA meetings.
  4. To organize and hold full Commission meetings in the summers of 1996 and 1998.
  5. To continue to serve as a Category A Scientific Liaison with ISO TC211 Committee on Geographic Information/Geomatics.
  6. To exchange information and reports by the ICA member countries and relevant bodies concerning the development standards for the transfer of digital spatial data and metadata.
  7. To collect and distribute in the Commission copies of all spatial data standards published in ICA countries and by relevant international bodies.
  8. To serve as a focal point of information concerning digital spatial data transfer and metadata developments throughout the world. Possibly develop World Wide Web Home Page.
  9. To identify research needs that arise from the standards process.
