National Report

The authorized State Standard of the Russian Federation GOST R 51353-99

“Geoinformatic Mapping. Metadata of the Electronic Maps. Composition and Content.” Continues to take root and widely to be applied in research institutes, academies, government and nongovernmental industrial cartographic organizations. On the basis of this standard are performed works on the creation of the Electronic Earth.

The 1st Russian seminar on Electronic Earth was held on May 21-22, 2002. GOST R 51353-99 is used by preparation and realization of the 1st Russian Seminar “Electronic Earth, Electronic Russia, and Electronic Moscow: methodology and technologies”.

The seminar has passed in Moscow and the following Decision was accepted:

  1. Seminar participants point to the urgency of:
  • Elaboration and application of  effective GIS, integrating available multiple-aspect multifold information about Earth, Russia and its regions, Moscow and other cities.
  • Creation Earth Knowledge Base for various structural units of management, economics, society and also in the interests of national safety and science evolution.

These problem-solving are needed for joining Russia the common information space.

  1. There were discussed scientific papers on the fundamental and applied sciences which important for geoinformatics, elaboration and application of information and telecommunicational technologies:
  • Theoretical Principles of electronic mapping.
  • GIS for providing management process.
  • Geoimages:  Means of Complex Geosystems Studying.
  • Instrumental and Modeling Complex for an Estimation of Quality of the Information Systems Functioning.
  • Electronic atlases of the Earth and its regions.
  • Atlas Information System of Sustainable Development in Russia.
  • Electronic mapping of Russia and Moscow.
  • Place and Role of the Geospatial Data in creation of the common informationspace.

The scientific discussion promoted better understanding and cooperation between experts of interested organizations:

  • Institutions of Russian Academy of Sciences, ministries and departments
  • Moscow State M.V. Lomonosov University
  • Adigeya State University
  • Moscow State University of Geodesy and Cartography
  • other academies

Manufacturing firms of:

  • Military Topography and Russian Cartography
  • Hydrometeorology
  • National Cartographic Corporation
  • Northern Geographical Company
  • GIS Association
  • Technical Committee on standardization TK-22 “Informational technologies” and its subcommittee 051 “Geoinformational technologies”

  1. Planning Committee, Institute of Informatics Problems of Russian

Academy of Science was suggested to prepare action list proposals for including them in the Federal Purpose Program “Electronic Russia on the 2002-2010”.

In future it is necessary:

  • To work out and realize detailed electronic cartography program based on the adopted in Russia electronic map System  and State Standards
  • To choose and realize courses of informatics and geoinformatics integrated development, creation of national infrastructure and forming of common information space.

  1. It was decided to hold annual seminars on the subject matter. Next year Planning Committee intends to prepare and organize International Conference “Electronic Earth, Electronic Russia” in Moscow, 2003. This Seminar was held with Financial Support of the Russian Fundamental Researches Foundation.

At the seminar the positive operational experience of the ICA Standards Commission headed by Prof. Harold Moellering (USA) was considered and approved.
