Federalist Paper Question #3

Any person that is considered a United States citizen should have the right to have their voice heard through their right to vote. Solely having voting abilities is not enough to ensure that equality and justice are guaranteed for all citizens, but the government needs to also ensure that each vote is worth the exact same as every other vote anywhere else by anyone else in the United States- that each vote does not unfairly hurt or help a specific candidate or political party during elections.

Currently, Puerto Ricans votes for a resident commissioner that represents the island’s interests in Washington, D.C. However, the commissioner is not a voting member of Congress, therefore, they do not have fair representation- their vote is not equal.

I believe there are ways to improve Congressional apportionment in the House to make it more fair, but I do not believe that there will be a completely perfect apportionment. One side will always believe the opposing party has an advantage and the other side will try to maintain that advantage. And even though a “bipartisan” group may attempt to redistrict without any bias, one side will never be pleased.

One possible way to rid improve current Congressional apportionment in the House would be to create an algorithm that fairly and unbiasedly designates a proportionate number of representatives to each state, ideally. This algorithm could take into account population, which political party they typically identify with, etc.

By designating the appropriate number of representatives to each state, territory, county, etc. each vote will be equally represented and heard.
