In an effort to unite the actions steps listed under each area of concern, Solasta planners have created a framework for how they will proceed. To start, they will select land plots that are best suited for industry, commercial, and residential uses, paying close attention to where natural resources are located and where there is immediate access to the highway. Roads will be planned to reduce traffic congestion and prevent overcrowding. After placing pipes and power lines to ensure sewage and electricity for all, planners will place schools, libraries, fire and police departments, and health facilities in locations that maximize the number of residents they can serve. Planners will then block off areas for open green space and focus on placing parks and plazas, specifically unique kinds of public places that offer more than just a place to gather, such as gardens, markets, and malls. Next, planners will create effective bus routes to encourage citizens to use them for transport to and from schools, work commutes, and to access public spaces. Finally, Solasta planners will zone land plots according to their design, specifying which type of industry (ore, oil, forestry) a district will be used for.
