Ultimately, this intervention is extremely expensive and can be cost and resource prohibitive for some communities. Aside from the money spent on advertising and other materials, it may be difficult for a state to send staff to all target communities. Moving forward, a community-based approach that partners with local prominent community organizations is probably the most cost-effective method for person-to-person outreach.
