7/2017 – Current: Associate Professor-Digital Preservation Librarian, The Ohio State University, University Libraries, Digital Programs

Reporting to the Assistant Dean for Technology and Digital Programs, Mr. Noonan plays a key role in developing a trusted digital preservation ethos and infrastructure at The Ohio State University Libraries. This position contributes strategy and expertise, and provides leadership through close collaboration with faculty, staff, and other leaders in the University Libraries. With over 20 years of experience in the archives, records management and library professions, he is a frequent contributor to the local, regional, national and international digital preservation communities.

6/2011 – 6/2017: Assistant Professor-Electronic Records/Digital Resources Archivist, The Ohio State University, University Libraries, University Archives

Reporting to the University Archivist, builds relationships across campus to connect stakeholders with the University Archives in regards to the management and preservation of university records and digital objects; in collaboration with campus information technology personnel, assists in the design, evaluation, and implementation of electronic recordkeeping systems for the University in order to produce trustworthy records that meet evidential needs and requirements, and can be managed in an efficient and effective manner; provides classroom and on-line training regarding electronic records retention and management, document conversion, and electronic records and digital objects preservation; and develops strategies for long-term preservation and access to electronic records and digital objects of enduring value.

8/2006 – 5/2011: Electronic Records Manager/Archivist, The Ohio State University, University Libraries, University Archives

Reporting to the University Archivist and the Office of the Chief Information Officer, assisting in the design, evaluation, and implementation of electronic recordkeeping systems of the University in order to produce trustworthy records that meet evidential needs and requirements, and can be managed in an efficient and effective manner; provide counsel to academic and administrative offices in electronic records management and preservation best practices; and advocate for necessary resources and develops strategies for long-term preservation and access to electronic records of enduring value.

9/2009 – 9/2012: Adjunct Faculty, Kent State University, School of Library & Information Science

Professor for Foundations and Administration of Archives, which provides an introduction to the purposes, fundamental principles, and activities of archives as managers and providers of information services. Topics include a history of archival practices, collection development, appraisal, access to collections, records management, the challenges of electronic records and special media, and archival administration.

12/2001 – 8/2006: Supervisor, Electronic Records Management, State of New Jersey, Division of Archives & Records Management

Consultant to State and local agencies for digital conversion of public records, electronic records retention, data migration, digital preservation, and disaster prevention and recovery planning. Responsibilities include the management of the Public Records Image Processing Certification Program for the State of New Jersey, Development Team Leader for the Division’s Specialized Document Imaging Unit, Public Archives & Records Infrastructure Support (PARIS) Grants Program Development Team, development of standards and policies, instructional outreach to agencies, and management the Division’s website. Member of the Open Public Records Act OIT Task Force and the Outreach and Content Development Working Group Co-Chair of the New Jersey Digital Highway Steering and Advisory Committees and Co-Investigator on NJDH’s IMLS Grant, Changing Faces of New Jersey: the Immigration Experience from Earliest Times to the Present.

1/2001 – 12/2001: Digital Documents Librarian, Robert W. Van Houten Library, New Jersey Institute of Technology

Managed digital conversion projects for the Van Houten Library, enhancing access to the Library’s collections, and consulted with and assisted other university departments with digital conversion projects. Responsibilities include the establishment of standards and procedures for the digital imaging, digital presentation, and preservation of these materials. The chief digital project was the NJIT ATTIC: A Social Archives of NJIT, which includes the Edward Weston Papers, the Dr. Herman A. Estrin collection, New Jersey Institute of Technology/Newark College of Engineering (NJIT/NCE) theses and dissertations, yearbooks, and other NJIT/NCE documents. Team leader for the Van Houten Library’s Digital & Web Initiatives Team, which was charged with developing digital projects and enhancing the library’s web presence. Additionally, responsible for the implementation of the ENCompass Digital Library and ImageServer Modules of their new integrated Library System. Custodian of the Edward Weston Rare Book Collection. Designed and managed the renovation of the Edward Weston Rare Book Room and the Theses Storage Room. Member of the Librarians Team, Technology Team, and Communications Team. Author column for the NJIT Alumni VOICE newsletter.

19931998: Senior Technical Consultant, Valuation Resource Management, Inc., Fort Washington, PA

Hired as a Senior Appraiser and was subsequently promoted to Senior Technical Consultant for the company. Responsibilities included the planning and execution of fixed asset record management inventories for an international client base of public sector, utility, industrial, and commercial entities. This included the creation of computerized fixed asset records management databases and the barcoding and valuation of tangible assets. Developed and managed an asset costing database for the appraisal staff. Assisted in the development and implementation of new company-side and client-side softwares. Member of the team that implemented barcode-scanning technology for the inventory process. Additionally, was responsible for authoring fixed asset record management policy and procedures for clients, assisting in business development, reviewing proposals and RFP’s, writing a quarterly technical newsletter, and the training and mentoring of new appraisers. Of the twenty-eight appraisers in the company, was only one of two to have earned the American Society of Appraisers’ Accredited Senior Appraiser designation.

1985 – 1993 Engagement Manager, American Appraisal Associates, Inc., Princeton, NJ

Held positions of increasing responsibility, advancing from Assistant Appraiser to Engagement Manager. Responsibilities included the planning and execution of fixed asset record management inventories for a national client base of public sector, utility, industrial, and commercial entities. Ultimately, as an Engagement Manager supervised and trained a staff of eight appraisers for the Property Appraisal Services Group’s Eastern Region. Member of the team that was exploring the implementation of barcode scanning technology for the inventory process. Authored and revised company standards manuals for the appraisal of buildings and public sector entities.
