Because they are dealing with large amounts of money, high end spenders and cartels are usually very strict about making their money. They go to extreme lengths to make sure there product is not compromised by authorities, and that they make as much profit as possible. They cause a great amount of violence in there area and socially disrupt the lives of citizens. They hire young men and children to make sure they get there money at all costs. Many are killed in this process. They have society in fear of them.
