Dr. David Julian, Director of Community Planning and Evaluation. Dave has served as Principal Investigator for a variety of evaluation and capacity building projects. His specialized skills include strategic planning, program development, implementation and evaluation. Dr. Julian completed his Master’s degree in City and Regional Planning at The Ohio State University and his Ph.D. in Community Psychology at Michigan State University. Dr. Julian has more than twenty five years of strategic planning and evaluation experience. Prior to joining the RMT, Dr. Julian was the Director of Evaluation at the United Way of Central Ohio. During his tenure there, Dr. Julian was instrumental in developing a comprehensive system for defining and measuring program level outcomes and using outcome information as a component of local investment decisions. The Franklin County United Way approach to outcome definition and measurement has been described in several scholarly and practical journals. Dr. Julian has held appointments in the colleges of Public Health, City and Regional Planning, and Social Work at The Ohio State University. Dr. Melissa Ross, Project Director. Melissa has worked at CETE since 2002. She has extensive experience in project management and has served as the lead project manager for a variety of community engagement, planning, evaluation and capacity building projects. She has cultivated numerous, productive working relationships with state and local partners while supporting their efforts to collaboratively problem solve, strategically invest resources, evaluate impacts and ultimately build better cross-agency systems. Before joining the Results Management Team, she worked for the Ohio Department of Youth Services in a number of capacities including Deputy Superintendent of Programs and Director of Sexual Offender Programs and Regional Psychological Services. Dr. Barbara Boone, Program Director. Barbara has worked at CETE since 2013. She currently serves as the Director of Ohio’s Statewide Family Engagement Center, and is also the leader of Ohio’s Family and Community Engagement Network. She is an innovative leader with a unique background in family and community engagement, education, and program evaluation. She has directed and implemented initiatives to strengthen school, family, and community partnerships at the state and local levels. She is experienced in the use of data to drive planning and program improvement. Before joining the Results Management Team, she was an independent evaluation and education consultant. Dr. Meredith Wellman, Data and Program Specialist. Meredith has worked at CETE since 2015. Her research and evaluation work focuses on understanding system- and family-level effects on individual-level outcomes, particularly for marginalized and vulnerable groups. She currently serves as the Project Lead for Ohio’s Statewide Family Engagement Center. She graduated from Miami University with a Bachelor’s Degree in Psychology prior to completing her Ph.D. in Community and Prevention Research Psychology from the University of Illinois at Chicago. In addition to conducting research, as a Data and Program Specialist she works with schools and other federally funded entities to conduct program evaluations, needs assessments, build logic models, develop and implement surveys, facilitate the creation of action plans, and build capacity for results. Before joining the Results Management Team, she worked on a variety of evaluation projects in Chicago, including with 21st Century Community Learning Centers. Special Interests: Research with indigenous populations, immigrant and refugee acculturation, human trafficking, family engagement, and social-emotional factors affecting school success. Beth Crawford, M.A., Program Specialist. Beth has worked at CETE since 2007. She brings over 20 years of experience in health and human services with a specific focus on collective approaches to achieving outcomes, and expertise in project management, community collaborations, data management and analysis. Beth holds a Master’s in Political Science with a concentration in Public Administration from Ohio University. Prior to her role with the RMT, she served as the Director of the Franklin County Family and Children First Council where she developed and implemented several cross-system initiatives as well as a performance-based, contracting system. Scott Renshaw, Program Specialist. Scott has worked at CETE since 2012. He provides project and database management for a variety of initiatives. Scott has a Bachelor of Arts in Organizational Communications from The Ohio State University. Previously, he was Vice President of Data Management for the Strategic Research Group (SRG). At SRG, Scott was responsible for managing large databases for a variety of projects, most notably for the Ohio Department of Jobs and Family Services and the United States Coast Guard.
