Can I (as a producer) take prevented planting on my acres and then rent my ground to a neighbor to graze, hay, bale, or chop for silage a cover crop?

Yes, For the 2019 crop year it is permissible for the insured to rent the cover crop acreage for haying, grazing and/or silage (including haylage and baleage) without impacting the prevented planting payment. However, if the renter violates the cover crop requirements before September 1, 2019, the prevented planting payment to the landowner is reduced. Short answer- yes you can rent your prevented plant acres to a neighbor, but don’t let them hay, graze or chop for silage the cover crop before the Sept. 1 date.
